Subj: MILITEC-1, SYNTHETIC-BASED METAL CONDITIONER
This letter is in response to your request regarding the Navy's involvement with MILITEC-1. MILITEC-1 was identified in 1987 as a potentially promising product for use by the Navy under the policy guidance of SECNAVINST 4210.7A dated January 16, 1987 as a non-developmental item (NDI). This office procured a quantity of MILITEC-1 and requested the Maintenance office for the Commander-in-Chief, U.S. Atlantic fleet to conduct an operational assessment of the product. Evaluations were made using shipboard equipment with both gasoline and diesel engines. MILITEC-1 was assessed under various applications for a period in excess of eighteen months. Following successful completion of testing by the operators, a recommendation was made by the Fleet Maintenance officer on June 6, 1989, and a qualification requirement (QR) was issued as an interim certification for further procurement of the product.
The QR was promulgated as Justification and Approval (J&A) No. 89-006 by the Commander of the Naval Supply System Command letter 4124 02X/PKH 89-66 of July 25, 1989 and by the ADUSN(S&S) letter dated July 25, 1989. These letters forwarded the QR as an approval for Navy commands to procure with their discretionary funds MILITEC-1 for immediate use. This action was consistent with guidance from Federal Acquisition Regulation Section 9.2 which sets policy for procurement of qualified products.
