Dear Admiral Lippert:

I have been apprised of an effort by the Navy Sea Systems Command to remove the NSN's of a synthetic metal conditioner that is an additive lubrication product called MILITEC-1. I'm told that it has been used by the Navy, the Treasury Department and the Justice Department since 1989. The Secret Service and the Drug Enforcement Agency currently mandate the use of MILITEC-1. I don't know the motives, but it seems premature and without the benefit of a complete evaluation.

I am also aware that Naval Sea Systems Command held a Lubricant Technology Conference in April and invited various military organizations and representatives from oil companies to discuss lubricants with an emphasis on additives. It is interesting to note that no representatives from any of the after-market additive manufacturers were included in the conference. This raises doubts about the conclusions and makes them suspect that they were reached by a fair and impartial review.

It would seem, in my opinion, that a formal review, including all government agencies and parties with an interest, should be completed prior to any removal of the NSN's of this product. I would appreciate your looking into this issue and providing me a report with your findings. I appreciate your attention to this matter.
