My name is SPC XXX i saw your product recomended on the Army AKO website. I'm interested in Recomending your item as a Replacement for the use of CLP in the Middle East. It was suggested that I find out if there was ever a memo sent out by the DOD or the Army on the use of Militec the use on All weapons. Thank you for your letter of May 18, 1995, to Secretary Perry concerning MILITEC-l. I am pleased to inform you that the Defense Logistics Agency is in the process of establishing two new National Stock Numbers for the one ounce and four ounce containers of MILITEC-l, for weapons grade and machine shop applications respectively. These two products will be made available to all activities within the Federal Government. The Defense Logistics Agency will advise MILITEC of the National Stock Number assignments when they occur.

Dear Mr. Secretary:
This letter addresses an ongoing situation in your department regarding the interruption of delivery to the services of a metal conditioner called MILITEC-1. We are familiar with the product and its proven effectiveness in various applications. We are concerned that, despite the efforts of Congress to help resolve a problem with the continued delivery of this product within the DOD community, the issue is still unsettled.
It appears to us that the delay in resolving this situation is denying our forces the use of the same product that other federal agencies - including the United States Secret Service and the Drug Enforcement Administration - specify for use. We cannot understand why the money-saving and even potential life-saving benefits of MILITEC-1 are currently not available to our military personnel, when other agencies put this product to good use.
We understand that a reasonable solution for a continued delivery of MILITEC-1 was recently agreed upon between Congress and representatives of the Naval Sea System Command and the Defense Logistics Agency - only to be reneged upon by NAVSEA last month. This agreement is in the best interests of all parties and should go forward :
the Defense Department will approve continued listings of MILITEC-1 in the Defense Supply Catalogue for use in DOD as a weapons lubricant and for machine shop applications, and will process all requisitions and orders from DOD and non-DOD agencies.

Further, this solution is consistent with the letter and spirit of your June 29, 1994, memorandum on procurement, and with the recent action of Congress in passing the Federal Acquisition Streamlining Act. In short, why should the Armed Services be prevented from using a product used effectively by the Secret Service and mandated by the DEA ? If MILITEC-1 is available to protect the President, should it not be made available to protect our Soldiers, Sailors and Airmen ?
We strongly urge you to direct the implementation of the accord originally negotiated by NAVSEA and DLA and so inform the Committee on National Security.
