Deputy Chief of Staff
Department of the Army
Tank Automotive and Armaments Command
Building #230, Second Floor
Warren, MI 48397-5000

Dear Ms. Abram:

On August 12th, we received your letter dated August 4, 1997 which resulted from our June 4th and June 9th letters.

In your May 20, 1997 letter to Positive Impact Inc. of Las Vegas, Nevada, the company and/or its employees who are not and never have been affiliated with Militec Incorporated, and apparently remains unknown to you, you stated "in the only test by the Army of the MILITEC product, it failed the requirement for corrosion resistance in our weapons." In our last two letters, we requested:

1. June 4, 1997 Letter: "Could you please tell us who authorized this official U.S. Army test and what the results are pertaining to 'your weapons'?"
2. June 9, 1997 Letter: "What was the exact caliber and types of 'weapons' to which MILITEC-l was applied and subsequently tested against for the requirements for corrosion resistance? When and where were these tests conducted? We have tests and Army documents that contradict your statements which were supplied to TACOM/ARDEC." These Army documents and corrosion test data were supplied to TACOM/ARDEC on February 4, 1997.

Your brief August 4th letter, that did not respond to a single question of our last two letters, sanctioned your office's conduct in maligning Militec Incorporated and MILITEC-l to the American public and legitimized inappropriate and preliminary laboratory screening work, (that was not applied or tested in any of 'your weapons' or guns) performed by Steve Whelan of the ARDEC Lubricant Group on MILITEC-l.

In your August 4th letter, you state: "Where companies make claims or statements about government testing of products which are not factual, we'll continue to respond to such situations on the basis of actual facts." We are informing you that your "actual facts" are incorrect, and, as a result, you have misled the public and the U.S. government.

Sincerely,

Bradley P. Giordani
