Subj : MILITEC-1

1. During my last visit, I learned that ARDEC was about to test Militec-1, a metal conditioner. Based on limited experience within the Marine Corps and other government agencies and the claims of manufacturer, Militec-1 appears to offer certain benefits for weapon operations and maintenance. We are very interested in the results of your tests on the product.

2. We have every confidence that the test will be thorough and exacting; we are particularly interested in how Militec-1 performs on actual weapons. This information is essential under current acquisition regulations. Marine Corps policy, consistent with that of the Department of the Navy and with the June 1995 memorandum on procurement by the Secretary of Defense, requires new products to meet performance standards instead of conforming to military specifications.

3. In light of this policy, any test of Militec-1 must demonstrate its performance in real world weapon applications. The Marine Corps and other users need to know how this product performs on a variety of weapons in realistic combat conditions and environments, especially in comparison with the currently approved cleaner/lubricant/solvent.

4. We would like to know if your test protocols will provide information on the performance of this product on a range of infantry weapons, e.g., pistols, rifles, machine guns, etc. If not, we hope that you would consider including testing to obtain this information. We look forward to hearing from you and to seeing the results of your investigations.
