Dear Mr. Giordani:

The United States Army Inspector General (IG) Agency has concluded an inquiry of the allegation you made against the Army Materiel Command (AMC) Inspector General who previously handled your February 1, 1994, concerns of wrongdoing. The allegation LTC Ronald Smith acted in an unprofessional manner and failed to properly handle pertinent evidence during his IG inquiry was not substantiated.

A review of LTC Smith's inquiry and the collected documentation confirmed the conclusions provided you by Colonel William Huff on March 10, 1994. Most specifically, the Army regulatory standard and procedures for evaluating aftermarket additives are the basis for acquiring lubricants for the Department of Defense. Should you feel these policies and procedures are discriminatory--as you indicated to my investigator--you should communicate your recommendations to the Commander, AMC, 5001 Eisenhower Avenue, Alexandria, VA 22333.

Major General Seigfried, Deputy The Inspector General, approved our report of inquiry on April 4, 1994. My office will take no further action pertaining to the allegation.
