I would like to bring to your attention one of the products currently being researched by the CINCLANTFLT Non-Development Items Program. It is an oil additive that has surfaced among the many products currently being evaluated by my staff.
The product is MILITEC Metal Conditioner and when added to lubrication systems it significantly reduces friction and heat associated with mechanical operations. MILITEC contains no suspended particulate, thus minimizing the potential for foreign debris buildup in the treated equipment. MILITEC appears to fall well within the Navy's "clear and bright" guidelines for lube oil management.
I feel the Navy should take a close look at products like MILITEC for the purpose of increasing our lube oil quality, and reducing risk of damage in casualty situations; thus improving mechanical system performance and reducing Fleet maintenance costs. Products with the properties exhibited by MILITEC might also be useful in back up systems for alternative bearing applications.
Very respectfully
